Environmental context of project management

Considering project management as merely delivering a project in terms of cost, time and performance is far too narrow a view. The external environment is playing a far more significant role in the success or failure of projects, and the higher the profile or the more advanced the technology, the more significant the process of managing this external environment.

Predictions for the rise and fall of economic cycles, changes in fiscal policy, interest rates, end user preferences etc. are difficult to forecast over long periods of time and once a project has commenced it is either impractical or difficult to change its scope without incurring cost and other penalties.

Environmental analysis often takes place within a PESTLE structure as indicated in figure 1.10 and using criteria such as political, economic, socio-cultural, technological, legal, and ecological environment.
